Where the file goes
Most of these tools never see your document
Not as a policy, as an architecture. Nine of them run inside the page you have open, which means there is nothing to send and nothing to trust.
Start with a tool that stays localMerging, splitting, pages
That distinction gets flattened in most marketing into a vague promise about privacy. It is worth keeping sharp, because the two halves behave completely differently.

Needs the conversion service — the file is sent

Why the line falls there
Rearranging pages is bookkeeping: the document already contains its pages and the work is changing their order, rotation or presence. A browser can do that on the file sitting in memory.
Rebuilding a Word document from a page description is a different order of work. It needs a rendering engine and a conversion pipeline that no web page carries, so those three tools send the file to a service that has one.
Stated as the product states it
- The page tools work inside your browser, so those files are never sent anywhere
- PDF to Word, PDF to Excel and Office to PDF are converted on the server, and the result is deleted after 60 minutes
- Deleting your account removes your data, apart from billing records that have to be kept
